The TROST Pilot Design is planned in manageable chunks using rolling-wave planning, providing confidence in the schedule and understanding of the general nature of the outputs.

2. Develop the next-level of rolling-wave planning detail in accordance with the identified exception measures, including contingency and schedule buffer.
3. Create the management design document to be submitted as the completion of stage 4.
