Site Feed "Stand By" Message

When it is necessary to introduce a standby site feed, one with the following message is employed:

We Are Experiencing Technical Difficulties
 
Please Stand By
 
Incident Response Procedures are in effect.
This site feed is suspended to prevent access to corrupted data.
 
Updated status will be posted as the situation becomes clear.
 
Meanwhile, there may be damaged or missing pages.
 Follow links in feed entries with extreme caution.
 

Unless the date is updated, the message might not be noticed.  That doesn't matter.  The first action is to prevent access to a possibly-corrupted feed.  That is accomplished by putting the bad-atom feed in place of the production one.  

Later, the feed can have its modification dates updated so that the announcement will be seen between that time and when a more-informative site feed is restored.
